I think it is clean. That carbon at the end of the case neck is not removable, as far as I can tell. It's a boomer. I'd love to hear people swag round count!
 
You don't say what cartridge or powder you are using…
An answer as to round count would be futile without the above information provided.
One of my 25-06's looks very similar, 500+ rounds on mine…running RL25 exclusively.

Well...that carbon is easily removed....if you don't eventually your gonna have issues with bullet release....all carbon buildup...........run your cleaning rod in from the muzzle and thread your wire brush on behind the receiver...pull it to the case neck area and twist it in circles by hand........won't take much work at all...

Little jb thru the leade area will help with the cracks....as some of that can also be showing carbon buildup.....

My longest life 65284 barrel was way worse than that barrel when I replaced it...thinking it had around 2000 rounds..

It is a 28 SM, IMR 7828 with about 100rds on it.

I've brushed by hand, no drill. I've used KG1, SHARP-SHOOT-R, Iosso, but still there….really, no change.
 
Soak a patch with pb blaster or one of the other reputable penetrating oils and let it sit in the throat for thirty minutes or so before doing the brush thing. It'll migrate under the carbon and allow it to release. Doesn't look to me like that carbon ring is going to do anything detrimental at this point but if allowed to keep building over the life of the rifle, it'll probably cause an issue at some point.
 
When I was really watching the throat area of the chamber while cleaning...I noticed lots of carbon buildup....figured out how to use the backside bristles of the brush....got the carbon off but it sure looked like there was still carbon in the area.....took a while to figure out the area was thoroughly cleaned...I was chasing shadows.....
What that picture shows isn't shadows...
It looks like compacted carbon squeezed onto chamber wall between the mouth of the brass......and the ring around is a high area of carbon buildup.....
Soak it up...get it removed.....
 
I got a older 30/06 back from my dad, when I bore scoped it, big carbon ring. Used a pistol cleaning rod with a 30 caliber bronze brush wrapped with a patch soaked with wipe out brand Carbon Remover. Twisted by hand didn't take long to remove.
