Can someone tell me what kind of velocity increase I could expect by changing from a 22" to a 24" barrel?
 
As a rule of thumb, about 25 fps per inch increase. So in your case - about 50 fps. Your mileage may vary a little based on load.
 
Rebarrel to a 26" barrel and chamber to .280 Ackley Improved, unless you just want to stick with the .270 for now... If you do, look into the .270 Ackley Improved.
 
Why would I go AI in a 280 when I could go 6.5-284 with good brass from Lapua? Who makes .270 AI brass or even 280 AI brass? Wouldn't I have to fire form?
 
Nosler makes 280 AI brass. But then, fire forming is no big deal. I would buy Lapua 30-06 brass and then resize the neck down to .284 (std. die will do this) and then fire form. No big deal.

Why go with a 280 AI over 6.5x284? How about a 300 fps increase in velocity. Max velocity for a 140 gr. bullet from a 6.5x284 is around 2,950 fps. Max velocity for a 140 gr. bullet out of a 280 AI is 3,250 fps. Another way of looking at this is that the 280 AI will push a 168 gr. bullet (same BC) at the same 2,950 fps as the 6.5x284 with its 140 gr. bullet. The difference is that the 168 gr. will arrive on target with substantially more power.

Even the 6.5-06 AI will outdo the 6.5x284 by at least 100 fps.

The 284 is a great cartridge. Not trying to make a case for the AI's - just clarifying the talking points. BTW - I shoot a 6.5-06 AI.

Also, the 6.5 Sherman blows the 6.5x284 out of the water. And you can buy Norma brass for 25-06, 270, 30-06, etc... Norma brass is just as good as Lapua brass. I use Lapua & Nosler/Norma brass and both are top quality. I also use some Winchester and some Federal brass. Even Hornady Match brass, and that is also excellent stuff.
