Darrin,
It's true, and they're not jerkin' you around. ATF and the Feds have some very tight controls regarding not only serial numbered and registered items, such as firearms. Ditto for ammunition and some reloading components; once they go out the door, they're yours, for better or worse. You can't return them, as they can't put them back on the shelf, legally. I've seen some places take stuff back like this, but it's being done strictly as a customer courtesy, and they're eating the cost; the powder, primers, loaded ammo, whatever, is destroyed, but it is not returned to the shelf.
Love the M700s, and they are truly a great design. I have many of them, and am usually in the market for another if the price is right. But I want older ones, used guns in decent condition. If I were to buy a new one off the shelf, I'd want to go over it with a fine toothed comb, including a bore scope, before I plunk down the cash. Yeah, there have been serious quality issues with the production guns over the past few years.
Hang in there, and let us know how it turns out.
