Any new gun purchases after the date wouldn't be available for pp sales--- CO "changed the rules" back in 2013, any new gun purchases are documented and you could have issues if you try to do a pp sale of a firearm purchased after that date.

Purchases of firearms before that date are pretty hard to track-- that's why they want to change the rules.

Man reading comprehension is hard for some. "Ban" and "background checks" aren't the same word. Lotta states have had private party background checks for a while now, and it doesn't affect much. Those who don't want to comply with the background policy simply don't do it, and it would be the same if this were to take effect.
