I am wondering if you can use any long action on a 7mm rem mag

The action length would be fine, but you'd have to know what bolt face you're getting with it. A bolt that was for a 25/06, 270, 280, or 30/06 would be too narrow, and would need to be opened up, adding more cost to the build.

If you can find any magnum bolt face Long action Remington 700 it should work with little or no changes to the rails or magazine.
