Sorry, yes I meant he loosened the screws and took the barreled action out of the stock and then reinstalled it. For some reason the action screws were hand tightened and I do not have a way of checking the torque as I don't have a torque wrench. The barrel is still free floating

Check to see if the magazine box is not bound up, there should be a slight bit of clearance between the box and the reciever.
