Calling 17 caliber shooters? IMR-4166

.17 shooters know that copper fouling is an issue with these rifles. I have tried 223 CFE and not found it very accurate. Has anyone tried IMR-4166 in the .17 calibers? What would be a good starting point for .17 Remington with 25 gr bullets? Rem 7 1/2 primers in Nosler cases.

alliant says max load 22.8grn reloader15,,,3915fps if you where to choose this I would start 21.0grn
hodgon says win760 start 25.0grn / 3748fps / max 27.0grn / 3989fps
imr8208 start 22.7grn / 3882fps / max 24.2grn / 4072fps
