If you ask me it just another way the state trying to get more money.
UTAH is notorious for coming up with ways to get more money out of people.
Like paying to park on the side of the road to go fishing, paying to go up certain canyons, paying for a zebra mucle shell sticker on any floating vessel, paying water use tax on boats in a county that doesn't have any lakes.
I could list more money grabbing scams but the list would get way to long.

I think the state gathers engouh taxes that they will be just fine.
Ut hasn't gone broke once since 1848.

Anti hunter's, wolf watchers, etc. don't contribute a dime to wildlife.
They collect money from the ignorant who think they are saving something. They are just a big business.

I don't like how Utah gouges non residents on license and tag fees. This year will almost double. I tried to burn my deer points last year with 16. Couldn't even draw a marginal area. Wyoming, Colorado, Arizona, Montana, California do the same. Nevada isn't real bad. You know why they do it ? Because they can. I have a lot of $ invested in licenses and points in a lot of states that I'll never draw. Points... lol. There a money making ripoff if there ever was one.
That's a whole different topic.
