I forgot the name of the permit that you have to have in California for National Forest , mostly So Cal to even park on a National forest road to camp, hunt, fish, etc.Taxes pay for it.

Have similar here in Eastern Wa, I call it the discover tax. $45 Allows you on to state land for use as you stated. When it first came out I asked a friend who was a forest service law enforcement officer how this new permit's work'n out since the money doesn't even go towards the state? It's the same thing for marriage licenses, why do I need "permission" from the state to get married. In fact until very very recently there were no (Federal-none) state laws requiring it. But the sheeple just followed the norms only since about 1930, soon 100 years. Prior to that there were no such licences "needed".This is how it starts. 1st by the state or feds saying you just need to get a free permit.
In my veiw it becomes more about controlling people. Oh please Mr government agency can I use this or do that.
Those are not in the constitution but yet they get the population under control with it by begging for rights that the Government has zero authority over.
I understand your feelings, however there are other areas that are more crowded that the state avoids. Why not tax the touring, triathlon, and off highway bicycles that travel state hwys, BLM, national Forests. A lot of the herds are hurting in Montana. We're not "gouging" NRs enough.I don't like how Utah gouges non residents on license and tag fees. This year will almost double. I tried to burn my deer points last year with 16. Couldn't even draw a marginal area. Wyoming, Colorado, Arizona, Montana, California do the same. Nevada isn't real bad. You know why they do it ? Because they can. I have a lot of $ invested in licenses and points in a lot of states that I'll never draw. Points... lol. There a money making ripoff if there ever was one.
