Would you buy this gun. Looking for something for ELR
New custom 28 Nos build, proof CF barrel, new JGS reamer with long throat built in. About 40 rds thru it
There is a visible ring where the throat transitions into the lands. It appears to be a tooling ring. You can see from the pictures that the ring snakes forward and backward a little bit . On a couple of the rifling grooves you can also see the throat cut is not even on both sides of the rifling grooves. and the ring is not always perpendicular

What would cause this?

The rifle also has wind-age adjustment issues. After getting on target there are about have 43 moa adjustment to the left and only 7 to the right.
Could the wind-age issues be related to the chamber issues??

the rifle seems to have problems the owner does not want it I would have a hard time buying a known problem even at a large discount
 
Would you buy a low mileage truck that burns oil? Only on the very cheap.
Same here......run unless you can get it on the cheap. You can always re-barrel it but who's to say the action is good?

This is another possibility. Not likely on a high-end clone- but a factory M700, mebbe.
If the threads were milled/tapped off-axis, the bore won't be concentric to the receiver centerline.

Checking the barrel shoulder/receiver face junction with a piece of .001 shim stock to make sure there's no gap anywhere will rule that out.

Bottom line, is it's a new build.
If the seller did the work, he should be knowledgeable enough to drill down and find the problem.
If a riflesmith did it, it should go back to him.

Otherwise, it's only worth the components not including barrel or receiver, as either (or both) could be defective.
