And if the bolt is chrome moly chuck it up in a lathe and sand it down starting with 220 grit, then 320, then 400, then 600, then 800 and finally 1 thousand grit or go as high as 2500.

Trying to clarify here......

So you want him to sand down a bolt using a lathe he probably doesn't have thereby making it more non-concentric to go with his already non-concentric receiver? Might as well open up the raceway with a wooden dowel with sandpaper wrapped around it. At least then you're only messing with one part of the equation and not two.
