Spotting scope zoom and advice for targets

How much zoom does it take to see hits on a target at 600 yards using shoot and see targets? This is purely for load work up and I want to track where my hits are going. Also since the scope will only be used for this purpose, low light and such are needed so I would like to remain as budget friendly as possible. Any advice on a spotting scope? Trying to keep it under 300$ and honestly cheaper is even better if possible.

Spotting scopes are like binoculars and scopes, save your money and buy a quality one. I have my Meopta on 40-50 power to see hits at that distance.

Reactive, as in steel? I usually have my spotter set about 17-20 power, but I’m also watching trace. No need for really high mag at that range unless you are trying to see hits on paper. Even then mirage can be a big factor. What power is your rifle scope, and can you see hits on target with it?
L. Sherm is mostly right about quality. But even a somewhat budget spotter will have a decent picture on lower power, when you crank them up is when you will really notice flaws in the glass/coatings quality.

Reactive as in paper target reactive targets. I can see my metal targets move but can’t see the hits. My rifle scopes are 14 and 15 zoom

Shoot-n-see type paper? You might need a smidge more power. Don’t know as I don’t shoot them like that.

To give you an idea, with my NF scope on 22 power I can't see 30 cal bullet holes at the distance you want.

Maybe talk to doug @ cameraland. He's been helpful finding what you want once you figure out the power issue. Seeing 30 cal hits on shoot'n see targets at 25x is limited to about 400 yds for me. Haven't tried beyond that yet..
