Not true. There are very strict controls put in place to be sure only so many tags are issued to non-residents of the state. There is no conspiracy with how tags are issued so stating the state is just arbitrarily issuing more NR tags is hogwash. Maybe take the time and read the regs and be sure to understand them and how the state issues tags. Or there are plenty of services that you can subscribe to help you understand the process. Here's an example. See column 4 for max potential NR tags. Those are just part of the Archery rut tags. The same applies to all hunts.

I'm pretty sure you can call GF and get that info if it's something you want/need. There's not a conspiracy by GF to take away from the residents of the state and give tags to Non-residents. There are more people applying for tags than ever before and that's the reason we have very few left-over tags for ANY hunts like Deer, elk, Javelina, etc….. Now, if a NR buys a OTC tag or draw one of the easy to draw limited opportunity tags then good for them but that's got nothing to do with the "GFD giving away tags to more NR."

I think Arizona is selling a higher percentage of those tags to out of state hunters because they can charge more.
It's a "up to" % based on total number of tags per unit. The more tags allotted to the unit, the possibility of more tags going to NR. Less tags allotted, less tags to NR.

There are always a few that have no clue what they're talking about and, no surprise, never bother to actually get the data to prove or disprove their theory. This specific regulation and draw data is there for anybody to see, and to ensure compliance with R12-4-114, the audit reports could be had for $25 and a public info request email to the dept. If it's an issue, it isn't hard to identify and get corrected.

Late to post on this. I think I had 12 or 13 preference points and finally got selected for the following rifle trophy elk tag:

units 3A/3C near Show Low, AZ. The hunt dates are Nov. 28-Dec. 4.

Curious if anyone has some insight into the quality of animal I'm looking at in that unit that time of the year? Also, wondering if it's generally snow on the ground around that time? Also just curious in hunting conditions and general shot distances? I've been hunting in the Gila Mountains and 500-600 yards was not atypical, I'd assume this is similar?

Much appreciated everyone and super stoked to be drawn for this hunt.

That's a good tag but not considered a "rifle trophy tag". Trophy Rifle tags are during the rut in late September. Be prepared for the cold during that hunt as it can be very wintery 🥶 type conditions.That unit has multiple different type of terrain from vast juniper areas with some glassing available as well as very mountainous rugged pine forested areas. I would focus my efforts on 3C back in off the 260 HWY and back in close to the Reservation. You should be able to locate some good glassing spots in there. There are large burn areas back in there that the Elk frequent for feeding and then they work back into their bedding areas.
