From what I've found and my personal results you need cam over and need to make sure the brass isn't creating space between the shell holder and die. Then use the competition shell holder set to keep bumping the shoulder if necessary.

Experienced the same issue with a 26 Nosler I had built a couple years ago. Tried many of the same suggestions listed above with limited success on this particular rifle. Finally punted on it and had a Cooper Long Range built. No more issues and ended up with a very accurate rifle.
