For the 115 and lighter perhaps, but with the 145 BH, it might be a game changer. My .257 WBY propel them at 3K FPS out of 22" barrel using Magpro; just playing around with powders I already have open.the 300 prc case is well past the point of diminishing returns. launching bullets at those speeds in fast twist barrels gets you well above the recommended RPM levels that most heavy for caliber long range bullets can handle leaving you with very few options mostly monos or reduced loads.
much better to keep to the 80gr case capacity or lower for top performance with the widest available bullet options.
the 135 class can make an honest 3500fps in 7 twist that's 360,000rpm. well above what most can handle. haven't tied the 145BH bullets but 3300fps should be obtainable that's still 340,000rpm. in a 7 twist. Even Kirby Allen ran a 10 twist on his 257 AM for cup and core. For the 115 and lighter perhaps, but with the 145 BH, it might be a game changer. Mine is 1:7" and has an H2O capacity of ~84g (not powder capacity), which puts it at 308, 571 RPM with 145 BH (requires 1:8" or faster) 3000 FPS. what is your 257 WBY capacity most are 83gr. the 300 PRC case will be 94gr. range. your WBY is closer to the sweet spot.

The question then is at what point is considered over-stabilized?

3300 FPS at my altitude is no slouch.

Agreed! The "NUT" behind the trigger must choose wisely what bullet to launch for its intended purpose.not totally sure over stabilization is a problem. I am more worried about the stress induced on the jacket by extreme velocity in fast twist barrels causing problems with the possibility of less stabilization and performance at impact. there has to be a reason that Berger, Hornady and Sierra all have RPM limits of between 285,000 and 310,000 on their big game bullets.
everything has a limit to the amount of stress it can endure, it might survive the launch and the first few yards but time and distance will be the enemy of anything that has been over stressed
Wouldn't you be better off going with a 6.5 cal? Same bullet weights, same speeds, better BC?
These new heavy for caliber 25 cal billets have a great BC. So no I don't think you're better off with a 6.5. Unless you need/want to shoot something heavier than 130-145 gr.Wouldn't you be better off going with a 6.5 cal? Same bullet weights, same speeds, better BC?
I have the BJ 131s and Berger 133s/135s, but the 145 BH is bad arse. These new heavy for caliber 25 cal billets have a great BC. So no I don't think you're better off with a 6.5. Unless you need/want to shoot something heavier than 130-145 gr.
