So why doesn't decocking it cause a round to fire?

I believe it's because it takes a certain KE to cause the chemicals in the primer to react. If you slowly decock it, the KE is not large enough to pierce the primer and cause the chemical upset.

No, because the energy was not strong enough to damage the primer. You might see a rub mark. I think that's why everyone is against it, because hypothetically, if the firing pin is resting on the primer and there is a sudden jolt from dropping or whatever the case maybe, it can have enough KE move through the firing pin or the cartridge, depending on direction of the shock, to set it off. It's the same principle with using pointed bullets in tubular magazines and them being under recoil as the rifle fires. This is all me talking out my ***, I am an engineer, though! :D
 
Otherwise I would think even the decocking process would cause a round to be fired...when the pin drops (decocks) it goes pretty quick - it isn't this gradual slow thing...

I never decock on a loaded round, so I wouldn't know the actual speed of a firing pin being decocked. I also don't know the speed required to fully puncture a primer. It must be significant, though, because I'm sure we have all seen light primer strikes that clearly dent the primer but do not set it off.
