300 weatherby reloading help needed

I am a fairly new re-loader, about two seasons and I just purchased a chronograph. I have been using Berger 185gr classic hunter bullets, IMR 4831, 78 grains Norma brass and Winchester rifle magnum primers. The Berger manual say that this should give me around 3000 fps, but it's only giving me 2650. So I switched to 7828ssc, started at 78 grains and only got 2700 FPS, I moved to 80 grains. the manual says this should give me over 3000 fps, but I am still at 2800. I checked my scale, it's fine, I checked the chronograph with some Weatherby factory loads and they were exactly where they should be. What else could be the problem?
 
Since this happened with 2 different powders that I feel I know well in the 300Wby, I would venture it is not the powder. Though powder formulations change, over the last 8 years, I have not seen that much change.

Are you crimping?
What bullet is the factory load?
Can you pull the bullet and weigh the charge?
Can you compare the powder from the factory loads to 7828 and see if it is the same?

I thought they used mrp and reloader 22?? depending on the bullet.
 
I have a fairly large bundle of 300 WBY BBLS and I have won enough wood in IBS 1000 BR to build a house. OK....maybe just a remodel.;) Anyway.......RL 25, Fed 215's and Berger 210, 215, and 230"s. And, unless you plan on shooting to 2K, forget about FPS. Watch your PSI, pay attention to ES, and look at group size and shape. My first comp tube was running under 2700 FPS and won almost EVERYTHING in both LG and HG...something like 75% of all relays and 75% of the following shootoffs in 2008 ( I only had the one gun)!!

RL 25 has been the powder I have ended up using in EVERY 300 WBY (except 1) for both hunting and LRBR since it came out....and I did a lot of load development for "the guys", also.

Thanks for your help. I have rechecked all my equipment and found an issue with my powder weights of my recent loads. So I tested some older loads on a beam scale and then on my digital and found the readings were different. So tested again and found out that I am 6.5 grains light in all of my new loads, (my 2 year old loads were perfect). So I have a new RCBS 2000 scale on order.
 
Most manuals say to use the Fed 215 primer supposed to ignite the powder better. In my 300wby I use rl19 now and a 180 barnesttsx shoots real well. In the past I used long grain 7828 and the 180 flat base x bullet that load I believe was 84.0 grains of powder. Try just neck sizing your cases they will last longer. Not sure why but wby brass does not seem to stretch like other brass. Enjoy your rifle I know it is one of my favorites.
