To my knowledge I don't believe there was every any available in factory ammo. EVER. Went through this many years ago when my daughter started waterfowl hunting with me. Back then the only option for nontoxic for the .410 was bismuth. Good luck in your search.

They make steel for 410

I stand corrected. Just googled it and see Federal and Win both make some target loads in steel. Good luck.

Yes. I have some buddy's who enjoy shooting ducks with their .28's and .410's. I guess when you get to a certain age getting them close and shooting them with a sub guages is actually pretty fun.
