Because they can! Remington couldn't give away the 284 when they brought it out....so they rebranded and called it the 7 MILIMETER MAGNUM! And oooooh doesn't that sound far more sexy and powerful than 284? Same thing with 264...now 6.5 ....you can get a 6.5 anything now....very sexy!
I think you are confusing a few things with your 284 linked to 7mm RM? Totally different cartridges. You may be referring to 280 Remington, which came out in 1957 6 years before the 284 Winchester, but 32 years after the 270 Winchester. The 280 Remington did not catch on due to famous gun writer Jack O'Conner's praise of the 270 Winchester as the do all cartridge of the time. In 1978 Remington changed to the 7mm-06 and then later that same year 7 Remington Express. In 1981 then changed back to 280 Remington.

The development of the 284 Winchester in 1963 was to give a hunters a 7mm cartridge for the Winchester 100 semi auto and 88 lever action rifles. The 284 Winchester was designed to give 280 Remington performance out of a shorter case to fit in their shorter action designed rifles.

In 1962 the 7mm RM was introduced by Remington for their 700 magnum action. The parent case for the 7mm RM as all belted magnum cartridges is the 300 H&H and 375 H&H Magnum belted case.
