I know the bullet they use. I'm pretty sure they use their own brass and their own GMM 215 magnum primers. What I don't know is what powder they use. Anyone have any idea?

Powder make and load is proprietary per the manufacturer. The best you can do is see what bullet they use and load test with various powders/ loads to see if you can re-create the accuracy you get with the factory round.
 
It is on the web do a search for Navy Mark 13 300 Winchester mag load? not real a good hunting load the powder is H-1000 all the specs are out there

That is for the MK 248 MOD 1 load . Max pressure is 68,100 at 70f. 4000 PSI hotter than SAMMI specs. I really don't think Federal would release a round loaded like this to the general public. Way to many liability concern's. And the grains of H1000 used are not called out probably for the same reasons. Please do not use it.
 
look for DODIC AB43 NSN 13 05-01-5682 just powder a spec no grs but the vel is easy to do with that round just not a good hunting round the I like the 215 Hybrid with H-1000 just can not brake the 3000 vel with the 26 1/2 inch barrel close but not there may just need a new tube at 30 inches.

Yes, the 220 Match king is not a good hunting bullet. You MAY be able to push the 215 Berger to 3000 fps. BUT it only makes sense if the rifle likes it there as far as being accurate and if the velocity is needed for the range you may be shooting out to. Dropping down to the 200 grain Hybrid or finding a bullet seating depth accuracy node that sets the bullet out of the cartridge case exposing more case capacity for powder MAY help this also. However, the round MAY not fit or cycle though the magazine box. If your rifle is a REMINGTON or WINCHESTER long action . Wyatts Outdoor Custom Rifles does make an "express" length magazine box that can be fitted to replace the standard "blind box" magazine in the stock. If your rifle uses detachable box magazines the long Accuracy International magazines ( if your rifle accepts them) MAY solve this issue also.
 
Hi Sir yes the 215 works good at 77.5 grs of H-1ooo getting 2980 vel which is good have went up to 78.5 but bolt gets a bit sticky and group opens up the round did well last year two moose 1 at 675yards and 1-at 475 my bud was using my rifle 3 blackies this summer with it two at 560 and one at 365 everything went right down in there tracks 1-round and at 800 yards on steel it just shot a 1-two in group and 1- just a bit over 3 inch's so I am happy with it and all rounds at set for my AI mag
