will a rem 700 bolt with a m16 extractor have a different headspace then a regular 700 bolt

No. Headspace is determined by the distance between the Bolt Face and the datum on the shoulder for bottle neck cases.

Depends on the bolt.
If you switch bolts, could easily have a different headspace.
But if you have a stadard bolt, then cut in an M16 extractor, then no, it should not change headspace.
