Does anyone have any advice on what is the best way to figure out what is the best bullet/powder combination for a specific rifle?

Gun is a Winchester model 70 in 7 WSM with a Burris Black Diamond 4-16x50.

I am going to be using for whitetail deer at a range from 0-400 yards.

168g Berger VLD/R-17 But you could get buy with alot less with a MAX range of 400 yards

I would also go with the Berger 168 and the RL-17

Try the 140 or 160 accubond.
With 400 being your max range those will hold together well
and still give good ballstics.
With the 160 I use H1000
