I love my 25 prc. Had a 25-06, remade into 25 prc with a fast twist barrel. Very accurate...
I would add 25 Creedmoor to the choices. I do not think I would try a "284" based option on a short action.
I will rebarrel a 65CM in a custom short action eventually and I spend a lot of time thinking about "which short action cartridge to choose with a 308 bolt face (not a magnum)". The 25 option is much more interesting with the heavy projectiles in the 130+ range. I hope there are some more "heavy" hunting options soon in 25 like ELDX, ABLR, LRX.

Personally, I have always liked the idea of the 25-08AI. A couple of times I planned to build one, but something always came along that seemed more important.

25-284 is my choice, I currently have 2 303-25's & 1 303-270, l like the quarter bores and also something a bit different.

Why short yourself on powder. Presently having a 25/280AI being built on a Rem 700 action. Yes it requires a long action, but why short yourself on length of action. These bullets are getting longer and longer and need more length to chamber the cartridge. There had been a petty long discission on long verse short actions. The biggest point was the bullet length getting longer and not being able to chamber a round from the mag into the chamber, because the round wouldn't fit inside the magazine to feed into the action. The ease to change out barrels to something else later on without having to get a new action.
I am going to the point of having a dummy action being set up to fireform my cases without doing it in the rifles I am going to use for down range shooting. It does require another action, and barrels with reamers to set up. Once the action and stock is set up it isn't that hard to change out barrels to fireform other cases. The other is I have learn to purchase a reamer for the rifle I having built.

If you're set on short action, I would go with a fast twist 25 Creedmoor. I see it becoming a mainstream cartridge with great performance using the newer bullets. Dies and brass are already available and the heavy for caliber bullets just keep coming. I'm sitting here with some 134gr ELDMs on my desk, pondering a new build. The bullets show a G7 of .325 on the Hornady site. 25 Creedmoor or perhaps a 25x47 Lapua...

It depends on what is more important to you. I think the 308 case is pushing the OAL limit in a standard short action and the 284 is just too long. However, if you are into Tikka actions or modifying the Remington short action with a Wyatt's extended mid-length box that changes everything. If you just want speed, and speed kills, I'd go with the 25-284, but if you want a little less powder and similar performance the 25-08 would be a pretty easy neck down of 260 Lapua brass. I lean towards a simple, seat bullets and go, approach. Therefore I happen to be building a pair of 25 creedmoors one heavy and one light and for competition and hunting. I hope they like the Berger 135 and 133!

I like HP behind these big bullets.
They are a different beast than the typical 110-115's
And Mike, Mr Rich Sherman has the reamer for the 133 & 135 Berger. I used 280ai brass also. Plenty room. Plenty neck too.

Built a 25-284 couple years ago. Biggest reason was brass. I have a 6.5-284 and two 284s. I have thousands of pieces of Lapua, Nosler and WW brass. No need to find 25-08 brass. They are both great in performance and both require a LA for best performance. Gotta admit I'm partial to the parent case of course and I do believe it holds an edge accuracy wise over the 08 cartridge but mostly due to brass abundance for me. I think if you opened up the cartridge selection more, the easy button is the 25 Creedmoor

If building on a short action I wouldn't do a 25-284. Which sounds like you realize. If you have the action already then a shorter case would be better. Or buy a SA mag bolt face and run a 25 SST or the like.
