Trying to level scope

I'm guessing you are comparing the level on the ruler vs the level in the rings?

Just guessing here. But I would think you might induce a little cant to your ring level if it was not tightened down evenly. I use the MKM billet rail mounted levels myself, so like I said just guessing. Who`s rings are you using?

maybe try turning the ring cap , half a turn to see if the level goes to the other side ??

I agree uneven torque on ring cap probably changing things. I level the rifle than use a plumb-bob on reticle. I hate cheap bubble levels lol.

I have the scope level with plum bob, rings are torqued to spec but still half a bubble off

Yep, setting those ring levels are a real tedious operation. They can move way off with just a small amount of adjustment.

Do you know if I can buy a replacement ring top and get an accuracy 1st level

You installed the ring top incorrectly. Take the screws out, set the top cap on with the bubble level, screw one side of screw in until the move the level then back off 1/4 turn, do same in other side, then tighten in an X a 1/4-1/2 turn at a time until you hit torque spec.

I use this tool to align the bore and scope axis and clamp the rifle in a vice once level. Then use a plumb bob and flashlight to level your reticle by projecting it on a wall. Then I adjust the anti can't level to match the reticle.
