SOLD/EXPIRED Question about selling powder

I have a couple of 8 pound kegs of powder I'd like to sell. Unopened H-380 and H-4198 as well as a partial 8 pound keg of H-450 and IMR-4831.
My question is -- do I need to adhere to any state laws when selling to someone from another state (I live in Oregon) -- such as Hazmat laws or do I need to sell through an FFL dealer -- or even when selling to someone in my state?

Unless you have a certification to ship powder/primers, it is not legal for you to ship them. Most FFL's do not have this certification. Some of the retail guys that are FFL's may carry this but most don't. Sell the powder locally only.
