Most accurate way to measure case volume

Important to note: pure water (demineralized) = 1g/cm^3. Introducing any type of impurity, such as alcohol or dish soap, will affect the specific gravity.

While that is very true I suspect that while the volume needed to break the surface tension of water would be measurable, that it would such a tiny difference as to be of no consequence. That is to say that the difference would be so small that the scales used in reloading, even the high dollar digitals, can't measure it.
"Lost in the Noise" in other words.

The only way to measure volume, is with a burette. If you try to weigh the difference, you have to mathematically convert weight to volume
