Are both metal tangs connected?
I bet the top with the tangs unscrew from the bottom, body is probably bakelite?
I am thinking it probably houses a battery of some sort.

It's the bypass device for the Norden type 2 bombsite. Used in the Liberator and later modelLancasters.
The brass colored part looks like the base of a bulb. It looks like if you depress the tab above it you would complete the circuit.

When I enlarge the first photo I can see the brass screw portion of a light bulb. Above that is the contact that would be pushed down to close the circuit. What it is for is above my pay grade.

Looks like a battery would fit in between the 2 metal prongs , the way the bulb is in there, I would think that the small end would show light . Maybe a pocket egg candeler missing a few parts maybe ?
