I would think burn rate would be a factor as well. I am sure someone will jump in with some very scientific response.

My 375 H&H has more of a push where as my 338 LM has more of a kick both shooting 300 grn

Yep if found it seems to be in burn rate. It's noticeable with a can in between faster and slower powders

I have a .338 Lapua that can do similar speed on 300 grain berger with either retumbo or H1000 with adjusted load. The h1000 feels far more snappy to me.

Yep, W760 in 375H&H 300 grn vs H1000 in 338LM 300 grn. First one is a push second one is a kick,,,

Ok, I think I have my answer. I was shooting 41.5gr IMR3031 and 48gr RL17 in a 7mm-08 with 120 HH. I swore the 3031 was snappier. Only 50fps difference.
