IMR 7828 and .280 Max Load

I saw the following listed in a review for my exact new gun, Remington Mtn Rife SS in .280:

Not starting points by any stretch of the imagination


The load listed for the 168 Berger is much higher than what Berger lists as max. The velocity also seems optimistic for a 22" barrel. I tried both the 7828 and the RL19 this weekend and the 7828 showed promise, while the RL19 did not. Was going to try my first Ladder Test for pressure signs, but though I'd ask for some opinions on here first.

Is .5 grain increments too high?

Min distance for successful test?

What difference would I expect between 7828 in the normal and SSC versions? Have both now, used regular last time.

I would love to get 2800.
 
According to IMR, both 7828 and 7828 SSC are supposed to have the same burn rate and interchangeable load data.
 
If you work up to a compressed max load with 7828 SSC, and then switch to regular 7828, it wont fit and you will need to back off around 4%.

basically the SSC will allow you to get more in the same size case
 
I have never worked up a load using the 168 Berger for my Remington 700 CDL with a 24 in barrel, but I have shot 160 Nosler Accubonds using IMR-7828. I was able to get well over 2800 ft/sec using 58 grains of IMR-7828 in Norma cases, so I think that you could get 2800 ft/sec with your 22 in barrel using IMR-7828, but I would work up .5 grains at a time.
