I don't think so, I think that you would need to blast it with a very hard abrasive as a prep then just paint over it. I duracoted my rifle and I wouldn't want to try to remove that, ceracote is way harder.
It can be blasted off. I have done it a few time. The finnish will be..... Well...... no finish. The texture will depend on the size of the abrasive used.
