Bullet jacket construction

Does anyone know whether bottle nose rifle jackets are formed straight or tapered when shipped to a bullet maker? I say they are straight and later tapered to the point in the forming process. My friend disagrees, saying they are ordered with the finished taper.

A jacket is not a finished bullet - the lead core is not yet in it.
 
Jackets are shipped to the bullet maker as a cylinder open at one end. Usually the top.

How in the hell else are ya gonna get the lead in there? Pour it through the tiny hollow point? Then there's the lead points? How does that happen?:rolleyes:
