It might shoot better clean and it might shoot worse. Did you leave clearance on bottom of recoil lug? When torqued down you want reciever bottomed out not the recoil lug. If lug hits first you're pulling on the action. Binding it.
 
I'll bet that cleaning did the trick.

If not, get yourself a bore scope. Rust has a way of ruining barrels in humid climates especially if they've sat for a while. I've seen it alot when looking at used guns to buy. There can be no rust on the outside but the bore gets rusty. Most people oil their guns before putting them away but sometimes the bore gets forgotten.
 
Update. 2 days of working and taking notes from members. Thank you. Idk what exactly fixed it cleaning the barrel or rebed stock. But I'm happy.

The Vanguard front screw goes into the bottom of the recoil lug. Most folks believe this type of action should be bedded with the bottom of the recoil lug touching the stock unlike round actions where there should be clearance.
