Varget is very good for 120gr to 140gr bullets in the 7mm-08.
Don't discount RL17, RL16 and H4350, they work great in the 7mm-08.

Rem 700 7-08 22" 1-9-1/4 Twist Alpha Brass 120 GN Hammer Hunter 47.6 GN Varget yields 3238FPS MV at 530 ft Elevation. Very temp stable as has been stated.
162ELDM - W760, RL17, H100V burn rates get me 2720s 24" without killing the brass.
120HH - N135, Benchmark, TAC give better velocity for lighter weight bullet. (AR10)
Surprisingly W760 hasn't been temp sensitive
H100V & RL17 will swing pressures/velocities with temps
N135 is solid as a rock with temps. Maybe 10fps difference between 70-90F
Benchmark a bit faster burning as N135. Temp stable too
I've got a 9SD running on the 120HH with N135 for over 140 shots! Out of a gas gun too! Amazing! 2890-2900fps 18". These are one and done brass. Just got to hold the primers once!

I use Varget with a 120 Hammer Hunter shooting 3200 very easily.
In another rifle few years ago I was running STaBall6.5 and getting 2885 with a150 ELDX ! Neither was in a long barrel.

When in doubt regarding low temps, I always switch from my standard powder of 760, to either Varget or H4350 and I often run a mag primer anyway, especially with 760.
I also run the 120g TTSX in my 7-08, mine is 24" and 8" twist.

I also like varget, but I get some great accuracy using 140's and big game powder
I also use H4350 but haven't tried it on 120 TTSX. Any advice on where to start ? 22" barrel 9 twist

I found 46g of H4350 to be close to max using 120g TTSX, but I didn't test passed that amount. It gave good accuracy for me.
I actually find 760 to be the most accurate powder across the board, but H4350 wins with 150g Ballistic Tips, which my rifle really likes too.

When I lived in northern MN I tested loads by leaving them outside in -30 deg F weather vs heating them using my truck heater. I don't remember what spherical powders I tested, but some had a over a 100 fps temp swing. IIRC, Varget was the best performing.
I think the US Army standardized on R15 for the 7.62 but I could be wrong.

With the 120 TTSX bullet I have been using Sta Bil 6.5 and have gotten excellent velocity and accuracy with the 7-08 and a 22" bbl. I've taken several mulie bucks with it and performance has been outstanding.
I used 45.6 IMR 4350 with 140 gr Nosler partitions, CCI BR-2 primers and Lapua brass (2767 in 20" Bbl.) and 46.grs RL-17 with 145 gr Barnes LRX (2820 in 20" Bbl., my Fierce with 22" Bbl. gets 2850). The 145 load my wife took to Africa and killed several species of plans game, one shot kills using her Weatherby Camilla rifle.
