If it has not been modified and is in original condition, I would keep it as is.
You really need do go to one of the Jap gun forums on the web and find out exactly what model you have and whether or not it has the "mum" on top of the rcvr. Some of those are worth some money and others are very cheap.
Until you know what you have, leave it like it is.
If it is a shooter grade, then get some dies, brass and reload and enjoy.
I have several russian 91/30s to include a Finnish 91/30 that had a russian pu scope added later. if it was one of the origianal 128 Finnish snipers I could retire now. As it is, great shooter and lots of fun, with 5 shots in 1.25-1.5 at 100 with 3x scope and big post and czech silvertip.
