I think that you will see better performance with 140g class bullets, use a 215 or cci 250 mag primers, you will see a big difference in primer choice.
We are using N140, Varget, and R#15 with 130 class bullets.
We used a long drop tube with #26 and 140-147 class bullets. Dump the powder in the funnel where it "swirls" around the edges of the funnel going down so you can get better compaction.
Going to a mag primer made a huge improvement, and either the 215 or CCI 250 was fabulous.
If you are stuck on a 130g weight bullet, try the Barnes 127g long range. We found the 127 easy to tune in three different 6.5 calibers. Seat the bullets .050 off the lands. We strive for 1/4-3/8" groups.
