338 edge savage stock and other questions

I think I'm going to build another 338 edge, shouldn't have sold the last one. I'll use a savage long action again. I used a choate stock last time, the one with the hook buttstock. It seemed really solid but bulky. Is there something else as good or better without buying a mcmillian? Hogue with the full length block?
I think I'm going to use a 28" barrel this time. Wanting to shoot 300gr bergers. Will I loose that much velocity over a 30" or longer? Also has anyone shot one without a muzzle break? Shoulder breaker? SHould I go ahead and install one?
Last rifle was huge but was a pleasure to shoot. Would like something a little easier to pack hunting this time.
