I purchased a x-bolt. 308 off gunbroker.looks to have never been shot,came with everything for cheap.but the reciever was cut in half so I need a new reciever. I was thinking how hard can that be,well that's before I realized browning is almost impossible to deal with.looking for options,custom company that could use all the parts to make a rifle or any other options?

If I understand you correctly, you are simply seeking recommendations for action on a custom build.
Well looking for an option as browning will not sell reciever or put one on.very hard company to deal with.
That's why I asked for elaboration. Your post was not clear as to what action (i.e., Remington clone) you are looking for or building (i.e., what cartridge). I know you noted the X-being is a .308, but you need to be more specific, especially regarding your budget, so you get recommendations pertinent to what you are looking for. Otherwise, you will yield recommendations that are irrelevant or all over the place.
Your right,not being a rifle builder my original thought was just getting an x-bolt short action and have my gunsmith put it together. That said it's gonna be a hunting rifle,so I don't want something that not correct but I also can't imagine there isn't someone who knows of an action that with work with this barrel and bolt.seems like it should be easier than what it has turned into,but things go that way sometimes. Any help is appreciated.
If you're trying to salvage the barrel, it might not be worth the effort, but that's just me. That's the choice you need to make. When I buy a used rifle, I am after the action, not the barrel. If you already have a gunsmith, work closely with them.
There is not a market for new Browning actions that I'm aware of, so if you were set on that you'd need to search around for a used action. If I recall correctly, the threading on the X-bolt barrel is different from most common actions, so your barrel is only useful on a Browning unless there's enough room on it to set it back and rethread. You might be better off parting it out and selling the components you don't want.

Entire gun is new,just reciever was cut in half in California.

It means that they actually cut the reciever in half.i have purchased a few remington 760s and had no problem finding recievers.i may just need to find an x-bolt that's needy and use all the new parts from this rifle.
So you bought it for the barrel. Whether new or used, I buy rifles for the action, not the barrel. If you insist on X-Bolt, good luck!
