Velocity question

Finally got my broken Chrony replaced and now ready to check out the velocities on some new powder and bullet on my .243. Watching football yesterday and got to thinking...Does a clean or dirty barrel have any affect on bullet velocities?? What do you think?gun)
 
Sometimes yes and sometimes no.

Good barrels that are properly broken in don't tend to foul as quickly and come clean easier.

Some bullets and powders may foul barrels more than others.

Copper fouling especially can change bore characteristics and velocities considerably.
