Tripod help

Hello, I was gifted this tripod. Need help getting a "head" that is compatible with my spot scope and arca rail that I will add to my AR10's. Any help is greatly appreciated.

Can you remove the silver-circle part? Is there a pinch bolt that holds the silver-circle in?
