Scope Elevation Issues

OP, you're sure that the barrel is completely free floated. That the recoil lug is where it's suppose to be?

If the barrel is truly assembled properly then it really only leaves the scope. The scope has something like 80 moa of total travel. About half of that is what you get for a normal zero. Add 20 moa. You should have at least …at least…40 moa or more worth of adjustment.

I have rarely seen a 1-piece rail be able to be installed backwards.
Most R700/clones have different spacing between the front and rear holes. Rears are .605" spacing, fronts are .862" spacing. Kind of hard to mess that up.

To the OP. If you are hitting 14.5" high and are out of elevation travel, sounds like you need to back the zero stop all the way out, and then adjust. NF SHV should have plenty of elevation travel available.
This is not my scope (belongs to a nephew) how do I back the zero stop all the way out

It has 120 clicks from stop to stop. The barrel nut and the barrel are completely free floating.
 
Loosen the set screw and pull up on it until you see a couple rev indicator lines below the bottom of the turret and then tighten the set screw. You said you had already done this?
No. I only went from stop to stop. This was 120 clicks. Then I went back 60 clicks and I figured the scope was then at factory zero(?).

Wait a minute. The SHV has 2 set screws on the top turret. I went to the shop and loosened the set screwws, lifted the turret and was able to go past the stop. Tightened the screws bak up and now I can twist the turret lower than before. Did you just solve my dilemma?

Yes, in a nutshell. On an SHV when the turret bottoms out, that's the "zero stop ".
