OP, you're sure that the barrel is completely free floated. That the recoil lug is where it's suppose to be?
If the barrel is truly assembled properly then it really only leaves the scope. The scope has something like 80 moa of total travel. About half of that is what you get for a normal zero. Add 20 moa. You should have at least …at least…40 moa or more worth of adjustment.
