Savage Model 11 Question

I'm somewhat new to firearms and just purchased my first bolt action rifle (Savage Model 11 Long Range Hunter). After reading the manual from cover to cover I started to install an EGW picatinny rail and ran into an issue. I can not finger tighten the screws into two of the holes, the threads on the screws look fine and all four screws will go into the other two holes. Even though I'm new to firearms I've done enough work on automobiles to know that putting a wrench/tool onto a fastner that won't finger tighten does not usually end well. I used a Q-tip with some rubbing alcohol to clean the holes but I can't tell if there is still dirt in them. Is it possible the threads just need to be chased? If yes does anyone know what size chase and thread the receiver takes? Thanks for any help you can give me.
