I have a Mark 4 8.5-25 with the TMR reticle. I know that the small graduations are 1/2 mil and and the larger ones are 1 mil but what power does the scope have to be on for this to be accurate? Does it have to be on max power or on 10x? I have been told both so I don't know which to go with. Any advice would be appreciated.
 
Mine is correct on max power.

If by chance you have one that works on 10x, there should be some sort of mark or dot on the power dial somewhere near 10.

Most scopes that I have handled are designed for the reticle to work on max power. Some really high mag scopes (like 32X or 45X) are supposed to be used on a lower power.
 
It should be at full power but you should also check it, google "How to optically check a rifle scope" by Lindy Sisk. Also Jon A has some goods threads on it.
