About to reload for my 6.5 PRC, I have 100 new Lapua brass, would you still run it through a re-sizer first or deburr neck & load?

Make sure the case mouths are perfectly round, if needed an expander mandrel in .261 or .262 will fix that. New brass is usually pretty tight and some cases at least have dings or oblong openings.
I wouldn't bump the shoulder under any circumstance, neck size only until headspace is maximized to your chamber. Usually 2 or 3 firings.

I'd bump it through a mandrel and then chamfer it, prime, load and shoot.

I go the whole way. Do it all resize,check primer pockets,chamfer, debur, weigh all brass and sort ( I buy at least 4-500 rounds all same lot ) and in many cases i'll get 1000 rds all the same lot & time. Check OAL also run through a Wilson case length gauge. Do it all at the same time and once and mark well. Good luck with your batch of brass.

Just do the Neck thing with the bump dies etc on my bench guns, just too much darn work !
If you have a 3-way trimmer or a friend does, it's an easy way to uniform the length and accomplish the other operations. With consistency.

Again doing the brass will depend on the gun,how it will be used and just how much shooting one will be doing. Big difference between a target gun and a hunting gun and brass work with it . 3-way trimmer works wonders all at one shot . Have a few and work well ! Once set up.

Well, I only neck size to my neck size, chamfer and test primer pocket.
I then fire, testing seating depth and primer type. I only neck size for 3 cycles, then measure for shoulder bump.

I go through my normal processes regardless of brand, whether the brass is virgin or not.

Like @Phil Rizzo, I generally debur and chamfer cases and just run an appropriately sized expander through it. I too, will not bump shoulders until they are completely fire formed to my chamber.
Just did 100 new Lapua 6 BR to fireform 6BRA. As others have mentioned, chamfer/deburr and load is all I did. Others do far more, sorting for weight, trim, turning necks, mandrel, size, etc.

I would run through an FL Sizing die set to my CBTD length. I would also inside chamfer the neck.
IMO, I have to set cbtd, sized neck dia and do something to guide bullet coming in.

I use Lapua brass as well in my 6.5 PRC. I always run it through my sizer, then trim and debur.

For me, with virgin brass:
1. Expanding mandrel
2. 3-way trimmer set to minimum case length which usually only chamfer/deburrs.
