Factory or Hilljack Hack?

I picked this up used. In the bolt recess is this rubber deal. I imagine it's purpose is as a soft buffer/bumper for the bolt handle to hit softer?

Looks like it was added I will have to check my savages but pretty sure that is not there

On savage if you can keep the bolt resting higher up then factory. It helps a little bit with bolt lift.

It was done to eliminate bolt hop caused by the bolt handle cut-out being too deep. The cut-out being too deep causes the bolt lugs to go past center
(12 & 6 o'clock) when the bolt is closed which in turn causes the bolt handle to raise when the trigger is pulled.
