Not looking to blow up anyone's spot, but headed to NW Colorado for 2nd season rifle and was wondering if any could narrow down an elevation range to focus on.

A topo map of the area you are hunting will give you the answer you seek. Colorado is too diverse to accurately answer your question.

That's a tough one to be specific with. I've hunted that area for 25 years and they can be anywhere between 6k to 11k it all depends on weather, water and pressure. Find a well used drainage with good visibility and get in there before daylight and let hunting pressure be your friend. In 25 years, that method has yielded me 22 bulls and over half of those were opening morning.
 
No experience there, but a friend hunts it when drawn and has done well in muzzleloading season.
If you have onX app, I would look for water not far from north facing slopes (standard bedding areas on benches) with a pass going between them. Also if the weather cools off, hunt between the summer range and winter range zones (See onX).
You should do well if you put in the time and mileage.
