can you interchange brands of turn in type rings and bases ?

Not sure what you mean by "turn in " type rings.
It is not a good idea to mix and match parts of a mount made by other companies unless it is something like a complete set of dovetail claw rings onto a Weaver or Picatinny rail base . That is usually ok . Not sure that is what you mean though.
The only mount I can think off that the front ring turns into the mount base to lock in place is the old Hillver / Tasco bridge mount system .
Think Leupold and Redfield also made the same kind of bridge mounts.
If that is the kind of mount you are referring to then I would be sceptical that a mix and match would be perfect but you don't know for sure unless you tried it. The problem is if the match is not precise the front ring will either be too loose or too tight . Not worth the risk.

No; the difference will be in the front scope anchor. It will either turn easily or too tight.

With different brands the risk is always there that they will not work together. I have taken that risk twice(leupold dual dovetail bases and burris signature rings) and been lucky, both times worked perfectly.

You're talking about the original Redfield-type rings that had a rotating dovetail for the front and dual-side screw lock on the rear. Now Leupold, Burris, Millet, etc. all make them and, YES they are interchangeable - matter of fact, for esthetics, the best looking combination is Burris rings and the sculptured Leupold bases. If you're after anything particular let me know, I have lots of spare sets rings and bases for 700's and 70's. Not trying to sell anything but if you want to "try" some we can work something out. Save you having to buy something that you find out you doesn't work for you.

Thank you for the offer but I'm covered. I use the signiture rings and had recommended them to someone with a kimber. Burris doesn't make the dovetail bases for kimbers but Leopold does.
