Bolt Diameter

I have a new fluted bolt that has a diameter .0015" larger than I want it to be. What is the best way to make it smaller.

I called three reamer manufacturers and asked them grind it for me, they all refused. I have a roll of 400 grit emery but I was hoping there was a more refined way to do this.
 
If its new maybe you could exchange it for a smaller one? Or maybe it would work to get a custom reamer and ream the I.D. of the action by hand... .0015 is just such a tiny amount to try to accurately take off of a part that's already built...
 
I would call whoever made the bolt, and ask them what you should do. No one knows better what to do with their bolt then the person that made it.
