Can someone tell me what these markings mean on this barrel blank and maybe the maker??

I am guessing that the first number is the heat number from the stock the blank was cut from. The second number isn't quite clear enough for me to make out and therefore guess about. I am pretty certain the third number is the month of manufacture (MM)
