Action torque settings on Savage 11 synthetic stock

So my brother bought a Savage Trophy Hunter mod.11 in 223 Rem.. We went over the rifle checked all the scope mount screws and made sure they were set right, cleaned and checked the barrel for flaws, did barrel break in and the best group we can get using factory ammo, of 5 different kinds is 1.5 inch @ 100 yards worst is about 3 inches. So I'm wondering if adjusting the action screws would be of any help? And where would you start with the torque settings?
