I've got Accurate 4064 that max published load is 53 grains for 150 grain Hornady SST and Ramshot Hunter is 63 grains for 150 grain Hornady SST. Velocities should be similar.

Is it better to go with the compressed load or the load that is under filled?

Let your rifle tell you which load it likes the best, aka which one groups consistently smaller. The other criteria I use is the bullet, I often load for hunting a bullet I have chosen and get the best out it in my rifle.

I would try both and see what works better. If you want to extend your powder use, you can get more loads out of the lower charge, so it would last longer.
